British Columbia Chapter

BC Chapter is a member of the Pacific Northwest Region of CEFPI. The Chapter was formed in 1992. Membership in the BC Chapter is achieved by joining CEFPI through the international office. The membership is spread across the Province and consists of professionals involved in the planning, design, construction and operation of educational facilities. Members include architects, engineers, planners, contractors, school district staff, government officials, and industry partners involved in construction materials, school furnishings and equipment, project and property management, energy conservation and sustainability. Most members are involved in the kindergarten to grade 12 educational facilities. Opportunities to include post-secondary facilities continue to be pursued.

The Chapter normally holds three seminars a year in response to the interests of the membership. The seminars normally start on Thursday evening with a meet and greet followed by presentations on Friday. The venues rotate from the Okanagan, in the fall to the Vancouver area in the winter and Vancouver Island in the spring. Attendance is open to members and non-members; non-members are charged at a higher rate then members.

The agenda varies based on the events of the day and may cover topics such as Ministry of Education or Finance policy and guidelines related to capital projects, presentations on specific design solutions, a review of implementation strategies for various projects, asset management strategies, cost savings initiatives and incentive programs. Architectural Institute of British Columbia professional development credits are awarded where appropriate. There is always some time for members to network and share ideas in a relaxed social environment.

Members enjoy the opportunity of sharing information with others involved in school facilities by attending the annual Pacific Northwest Regional Conference in July or the annual International Conference held in September or October and by attending the various workshops across North America which are tailored to specific hot topics.


British Columbia Chapter Fall Seminar
The 2008 BC Chapter Fall conference will be held at the Best Western Hotel in Kelowna, BC, Canada, September 25-26, 2008. The theme for this conference is "Positive Energy - Going Carbon Neutral". School tours will include the new Dr. Knox Middle School. The conference starts with a Meet & Greet in the hotel on the Thursday evening and continues all day Friday with sessions and school tours.

British Columbia Chapter Winter Seminar
"Declining Enrolment – Challenges and Opportunities"

There will be a Meet and Greet Thursday, January 31, 2008 at the Lonsdale Quay Hotel with the seminar being held Friday, February 1, 2008 at Sutherland Secondary School.

Presentations will be focused on planning challenges and opportunities in a time of declining enrolment.

The Winter conference in Vancouver was a great success, focusing on issues of particular interest to Urban School Districts: heritage issues, seismic retrofit issues and planning challenges within a large, urban school district. Presentations on Planning for Social Sustainability; Ministry of Education Update; Developing a Crisis Management Guide – the CEFPI Katrina / Rita Task Force; and a tour of Elsie Roy Elementary School rounded out the agenda.

SPOABC 42nd Annual Conference and Trade Show and CEFPI British Columbia Chapter Spring Conference
"Navigating Our Course"
June 6-9, 2006, Penticton, B.C.

BC Chapter combined forces with SPOABC (School Plant Officials Association of BC), RFABC (The Recreation Facilities Association of BC) and BCSSA (BC School Safety Association) to create a conference designed to provide educational and networking opporunities for facility professionals working in all aspects of education and recreation environments. The conference also hosted the largest Educational Facilities Trade Show in Western Canada.

The conference was a great success, and we look forward to the opportunity to partner SPOABC again next year.

The Fall BC Chapter Seminar has been postponed. The ongoing teacher's job action has negatively affected registrations for this upcoming conference. Therefore it is with regret that we have decided to postpone the conference until early in the New Year. Suggested dates are January 19th and 20th, location and final dates to be confirmed.

We had arranged a great program and speakers for this conference and hope that we will have an opportunity to bring them to you next year.

British Columbia School District Secretary-Treasurers' Annual Conference, May 26, 2005
BC Chapter sponsored and deliver two presentations at the BC School District Secretary-Treasurers' Annual Conference in Penticton on May 26, 2005. CEFPI members on a panel shared how to prepare and implement successful School Facilities Capital Plans. It was hoped that these presentations will encourage more Secretary-Treasurers, who are the CFO's of BC School Districts, to join CEFPI.

This BC Chapter event was held in January in Port Moody and consisted of a late lunch, presentations related to the unique design and planning issues with Heritage Woods Secondary, and a tour of the new school.


British Columbia Chapter Fall 2004 Mini-Session

The BC Chapter recently held a one-day "Synergies" mini-conference in Beautiful Kelowna BC. The event was timed to coincide with the first day of the Annual Okanagan Wine Festival and many delegates could be found Friday evening at the consumer's choice wine tasting event at the Coast Capri Hotel.

Conference topics included case studies on two projects in the BC Interior, a review of current state of construction costs, a presentation on recent built projects using innovative mechanical design concepts, a presentation on capital planning process in the province of Ontario, an update on the provincial seismic program and the 2005 building code re: seismic design as well as a roundtable discussion on the building management for energy cost savings."

The conference was well attended with over 60 delegates from around the province and the program was well received.


British Columbia Chapter Spring Workshop "Community Partnerships"

The BC Chapter held a very successful Spring Seminar at Dunsmuir Lodge in Saanich, with attendance of 72 registrants. The theme of community facilities and partnership projects involving school and community functional spaces was timely and well received.

British Columbia Chapter Spring Post-Workshop Information


BC Chapter voted congratulations to the new President-elect of CEFPI Hugh Skinner. Hugh is a past president of BC Chapter.

In attendance at the May 7 Chapter meeting was Cathy Fritz, current PNR President, who expressed thanks to BC for donating all of the proceeds from the regional conference at Whistler to the Region.
